- Evidence of good organizational and management practices of vendor
- Ability of vendor to meet all terms and conditions
- Vendor pricing
- General quality of responsiveness of vendor
- Experience and past performance of vendor
- Added value of working with vendor
- Qualifications of vendor personnel
- Vendor's grasp of scope of work to be performed
- Completeness and thoroughness of vendor proposal, if requested
